BERSIH 5 Code of Conduct

Article 10(1) of the Federal Constitution guarantees us the freedom of speech, expression, peaceful assembly without arms and to form associations.

The BERSIH 5 rally was called to allow a public space for citizens to protest peacefully against the grand corruption of the 1MDB scandal and to call for public institution reforms.

BERSIH 2.0 as the organiser of the BERSIH 5 rally has done all it could to comply with the requirements of the Peaceful Assembly Act 2012 without compromising our rights as enshrined under Article 10.

We are committed to assemble peacefully without arms (weapons) and not to create public disorder or immorality. As such, we call on all participants to observe the following Code of Conduct.

  1. RESPECT THE VALUES OF ALL RACES AND RELIGIONS. In our speech and conduct, let us do so in a manner that take into account the sensitivities of others’ religious and racial beliefs. Avoid invoking any form of religious incantations or rites; or cast any racial insults that would hurt the feelings of others.

  1. ACT WITH CIVILITY TO ALL. Even in a protest to express our anger and disapproval, we should not forget our good manners to each other, to volunteers, to public servants on duty and even to those who oppose us. We are always judged by how we conduct ourselves and there is no justification for bad behaviour. Avoid speech or actions that are racist, sexist, or xenophobic.

  1. BE DISCIPLINED AND ATTENTIVE. We are participating in a large event with thousands of people around us and facing many challenges due to both state and non-state opposition to BERSIH 5. It is important that we remain alert to our surroundings and to follow the instructions of our BERSIH Security Team. Do not panic, always look out for each other, and stay safe.

  1. WE ARE RESPONSIBLE CITIZENS. We are participating in BERSIH 5 because we love our country and we demand for good laws and order. In exercising our rights as a citizen, we want to avoid littering, defacement or destruction of public properties. Any criminal acts will be dealt with according to the law.

We want to showcase Malaysians at their best, a people who are willing to go the extra mile for their country and for each other.

We celebrate our diversity and come together to call for clean elections, clean government, uphold parliamentary democracy, to assert our right to dissent and to call for the empowerment of Sabah, Sarawak and all marginalized groups.

We do this because we have a shared dream of a new Malaysia that is equitable, just, free and prosperous.
